Abstract
Inclusive education has become an important goal for education systems across the world, aiming to ensure that every student, regardless of disability, learning ability, gender, language, socio-economic background, or cultural identity, has equal opportunities to learn and participate in mainstream education. Over the past few decades, governments and international organizations have introduced various policies to promote inclusive classrooms and reduce educational inequalities. This review explores national and international evidence on the implementation of inclusive education policies and their influence on student outcomes. Drawing on existing research, policy documents, and empirical studies, the paper examines how inclusive education affects academic achievement, social development, emotional well-being, classroom participation, and long-term educational success. The review also discusses the key factors that contribute to successful policy implementation, including teacher preparedness, accessible infrastructure, curriculum flexibility, leadership support, parental involvement, and adequate funding. While many studies report positive outcomes associated with inclusive education, the evidence also highlights persistent challenges such as limited resources, insufficient teacher training, negative societal attitudes, and inconsistencies in policy execution across different countries. The findings suggest that inclusive education policies are most effective when they are supported by collaborative practices, continuous professional development, and strong institutional commitment. Overall, this review emphasizes that inclusive education is not only a strategy for improving educational outcomes but also a means of promoting equity, social justice, and lifelong learning opportunities for all students.
